最新报道:According to Bijie.com, on August 9 (UTC+8), a visit to several cryptocurrency money changers in Admiralty and Tsim Sha Tsui, Hong Kong, revealed that some had suspended the exchange of USDT and USDC for fiat currencies, with some even closing. However, while some no longer publicly displayed prices for the stablecoins, private transactions were still available. The Hong Kong Monetary Authority (HKMA) responded by stating that the primary purpose of the Stablecoins Ordinance is to protect stablecoin holders by regulating the issuance and sale of fiat stablecoins (i.e., "offers" under the Ordinance). Money changers in Hong Kong generally hold Money Service Operator (MSO) licenses issued by the Hong Kong Customs and Excise Department, which do not fall within the scope of "permitted providers." Virtual asset over-the-counter (OTC) trading institutions are currently not considered "permitted providers" under the Stablecoins Ordinance and therefore cannot offer stablecoins to retail or professional investors, regardless of whether the stablecoins are regulated. Whether the business of an individual virtual asset OTC trading institution involves the offer of stablecoins depends on the actual business arrangements and circumstances and cannot be generalized.
