最新报道:Vietnam is taking its biggest step yet toward regulating digital assets, launching a pilot program aimed at bringing cryptocurrency trading under formal oversight. Vietnam has launched a pilot program aimed at bringing its local cryptocurrency market under official supervision. According to local media reports on September 23, the program is part of the government's efforts to shift billions of dollars in trading volume from offshore platforms into a regulated framework and strengthen the domestic market. The move is intended to address the concentration of local cryptocurrency activity abroad. A recent local survey found that Vietnam has one of the highest adoption rates in the world, with an estimated 17 million participants and annual trading volume exceeding $100 billion. However, much of this activity occurs on exchanges like Binance and Bybit, which are based in jurisdictions like Hong Kong and Singapore. To address this trend, the pilot program introduces domestic exchange licensing, reporting standards, and anti-money laundering rules. Starting in 2026, licensed platforms will also be required to conduct direct transactions in the country's national currency, the Vietnamese Dong. The five-year pilot program builds on the government's recognition of digital assets under the Digital Technology Industry Law, passed in June, which mandates that all cryptocurrency platforms and service providers operating in the country obtain a license. In addition to the regulatory changes, the government launched its own blockchain, called NDAChain, in July. This permissioned layer 1 network is designed to support the tokenization of assets such as bonds, invoices, and carbon credits, creating new financing channels while allowing regulators to better oversee digital transactions. Officials see the regulated market pilot as a way to generate tax revenue, protect investors, and more closely integrate digital assets with the domestic economy. The pilot program is also expected to create opportunities for Bitcoin and other digital assets to play a role within insurance, pension funds, and other domestic institutions. By connecting digital assets to Vietnam's financial infrastructure, the government hopes to create a regulated market that will support economic growth while reducing reliance on foreign exchanges.
