In implementation of the "Global Initiative on the Governance of Artificial Intelligence," version 1.0 of the "Framework for the Security Governance of Artificial Intelligence" was released in September 2024 and has received widespread attention at home and abroad. Over the past year, artificial intelligence technology and applications have developed rapidly. To meet new opportunities and challenges, under the guidance of the Cyberspace Administration of China, the National Internet Emergency Response Center took the lead in organizing professional artificial intelligence institutions, research institutes, and industry enterprises to jointly formulate version 2.0 of the "Framework." As a technical document of the National Cyberspace Administration of China, version 2.0 of the "Framework" builds on the 2024 "Framework," combines the development and application practices of artificial intelligence technology, continuously tracks risk changes, improves and optimizes risk classification, researches and explores risk grading, and dynamically adjusts and updates prevention and governance measures.
