The ruling stated that the OPM lacked the authority to order other agencies to lay off probationary employees, and that its directive and the dismissals pursuant to it violated the Administrative Procedure Act. The judge's preliminary injunction in the case was confirmed as a permanent injunction. If the defendant disagrees with the ruling, they may appeal. (CCTV News)
