Judge Breyer issued an order on Tuesday prohibiting the use of troops deployed in California and any other military forces in the state to "enforce the law." However, he suspended the implementation of the ruling pending further legal proceedings. "Protests did occur in Los Angeles, and some individuals engaged in violent acts," Breyer wrote in his ruling. "But there was no insurrection, and civilian law enforcement agencies were fully capable of responding to the protests and enforcing the law."
