According to Republican aides familiar with the proposal, the bill would establish a fund in the US Treasury to receive funding from allies. The Secretary of Defense could then use the funds to pay contractors to replenish US weapons stockpiles, allowing the Pentagon to continue delivering weapons and equipment to Ukraine without compromising the US's own military readiness. The aides expressed their hope to generate an annual funding stream of approximately $5 billion to $8 billion, with Germany and the UK as potential contributors.
