Solana targets 150-millisecond finality as Alpenglow upgrade proposal enters voting phase

It introduces a "20+20" resilience model to maintain operations despite validator issues. Currently, 10.09% of validators support the proposal, while 9.97% oppose it, with a 33% quorum required for approval.
