They believe this technology holds the "greatest potential" by demonstrating the source of funds without disclosing private information. The report comes just two weeks after Roman Storm, co-founder of Tornado Cash, a cryptocurrency mixing service that allows users to conceal the source and destination of cryptocurrency, was convicted of conspiracy to operate an unlicensed money transmitting business, among other charges. In the Tornado Cash case, law enforcement and prosecutors argued that mixing services facilitated criminal activity by providing a means to conceal illicit proceeds. “If users can provide such proof when exchanging cryptocurrency for fiat currency, cash exchanges can gain reasonable assurance that the cryptocurrency is not criminally derived, while users retain the privacy of their on-chain transactions,” Slaven and Sverdlov stated in their report.
