The House of Representatives passed the Trump administration's plan by 216 votes to 213 in the early hours of Friday morning, which had been approved by the Senate. The withdrawal of spending became the first successful "fund recovery operation" implemented by the White House in more than 25 years. The action effectively formalized the government's efforts to cut foreign aid programs, including cutting funding for the U.S. Agency for International Development, which was closed and merged into the State Department earlier this year. The move also revoked $1.1 billion in funding for the Corporation for Public Broadcasting (which owns NPR and PBS) and stopped funding for the next two fiscal years. Republicans have long criticized NPR and PBS for their liberal bias.
