For years, Virginia's Tim Kaine has tried to wrest the power to declare war from Congress from the White House. During Trump's first term, in 2020, Kaine introduced a similar resolution to curb Trump's ability to wage war against Iran. The measure passed both the Senate and the House, winning support from some Republicans but not enough votes to withstand a veto from the Republican president.
