币界网报道:U.S. lawmakers are accelerating efforts to pass comprehensive crypto legislation by September, with Senate Banking Committee Chair Tim Scott and Senator Cynthia Lummis revealing plans to release a draft bill before August recess. The proposed framework includes SEC exemptions for select digital asset fundraising and enhanced bankruptcy protections for customer funds. Concurrently, Congress is advancing two key bills: the GENIUS Act for stablecoin regulation requiring full dollar backing and annual audits for large issuers, and the Clarity Act establishing SEC/CFTC oversight roles while mandating customer fund segregation. White House digital assets advisor Bo Hines confirmed the stablecoin bill will move separately from market structure legislation, with House consideration expected soon. Senator Scott emphasized bipartisan coordination, stating both bills could reach President Biden's desk by September 30 to provide regulatory clarity for the industry.
